Model development
ISM maintains a nested system of global, national, and regional models. The global dynamic model is built from input–output accounts for about 140 countries and 57 sectors, together with a complete bilateral trade matrix, so that supply-chain linkages can be traced. The national model is constructed from China’s latest industry input–output table. The China regional database is based on provincial input–output accounts (31 provinces, 42 sectors) and is designed to track spatially differentiated policy effects.

Policy simulation platform
Quantitative policy analysis is increasingly central to public decision-making, yet conventional models are often constrained by weak data, limited transparency, and poor visualisation. The platform combines four elements: monitoring of policy topics with crawling and AI methods; quantitative analysis with an economic model at the core; an interface for scenario simulation and comparison; and systematic training so that clients can apply and extend the tools. It can serve teaching, research, and decision support.

Database construction
Alongside models, we compile supporting databases and processing programs. Drawing on Purdue University’s GTAP data, we maintain a database for dynamic global modeling that includes input–output, bilateral trade, transport and trade-barrier, and energy and emissions accounts. We have built China’s inter-provincial input–output data and are extending coverage from 31 provinces toward 200-plus cities.

Training and software
We run regular public courses on economic modeling and policy analysis, and offer tailored training on data, models, and interpretation. ISM is a regional official agent for GEMPACK, the CGE modeling software developed at the Centre of Policy Studies (CoPS), Victoria University, and provides after-sales support.

A global practice
Offices in four countries and a network of partners support work for the European Commission, the World Bank, the Asian Development Bank, Global Affairs Canada, Singapore’s Ministry of Trade and Industry, McKinsey, the State Information Center of China, and the Information Center of China’s Ministry of Agriculture, among others. Strategic partners include CoPS at Victoria University, the GTAP Center at Purdue University, Ciuriak Consulting, and Join-Cheer Software (002279).

Why “Infinite-Sum”
“Zero-sum” is a familiar term in economics and strategy: one party’s gain is another’s loss. We take the opposite view. The skills, experience, and alliances of our team, advisers, and clients can compound without bound. The name Infinite-Sum records that commitment: we treat clients’ and colleagues’ interests as our own, and we work to keep the sum of synergies expanding.
